hmmm .. after years of refusing to talk about the matter, now Bush has deemed all this "old news"

This reminds me of the joke from the Marx Brother's movie:

Cabinet Member: Now, about that tariff...
Rufus T. Firefly: Too late, that's old business already. Sit down.

It's a shame that Bush didn't give a full pardon.

Actually, I think the only historical reason the President was given this power, was to offer pardons to dissenters in order to buy information, or to restore peace and unity after a difficult time.

For instance, after the Civil War Lincoln pardoned Confederate soldiers instead of executing them all for treason.

For another instance, after Vietnam, draft dodgers were pardoned, to restore harmony and reunite the nation after a difficult and controversial period.

As far as I can tell, Clinton's politically motivated pardons, and now Bush's, are a relatively new thing.

I agree..None of them have been noble enough to pardon all those non-violent pot smokers that the pharmaceutical industry has had locked up.

One thing about a pardon is that accepting it is an admission of guilt.

Here is a link to Federalist #74 with an argument for presidential pardon.
