the first lines in the article:

then i thought.. aaah.. not realy news.

But what i wonder is the russian alcohol abuse a cultural thing or more a result of the poor economical conditions many people are in?

Both, I'd say. Then there's the fact that a lot of their alcohol is quite dodgy.
