The actor who played Shane McKay in Degrassi Old School is Billy Parrott:

(He's the guy on the right!

The actor who played Shane McKay in that two-part episode on DTNG is Jonathan Torrens!

For those of you up in Canada, you may also know him as J-Roc on Trailer Park Boys!

BTW, I read that the producers asked Bill Parrott to play Shane McKay for that two-part episode ... but he declined! The jerk!

In answer to the question on your first post ... I have no idea why he declined! If it's because he thought he was too good now to play Shane again, I'd be very disappointed!

I'm hoping that's not the reason. I think he appeared on that interview with the new Shane, didn't he? So I don't think he was "against" returning.
