Download Center Changes

All week I have noticed people have posting pointless stuff just to get 10 posts. I can't allow this to happen, i've put too much time and money into this site to allow people post pointless stuff just so they can download.

New requirements and improvements have been made to the download center. The minimum post requirements has been changed to 20.
