Your best bet is to pick a few places where you would like to go, and check specific institutions. In general, you can probably get a scholarship if you can get to the country where you want to go. Here's what I mean: say you want to go to France. Pick an institution there and contact someone from that institution. There is money out there, but you have to know where to look. You don't know where to look, so ask someone who does. Most people in Financial Aid offices (that's what they're called in the U.S., don't know about elsewhere) know what they're doing and can help. You may check with the government too, sometimes there are official scholarships that they will know about. Be persistant, and be specific.
