That's not what they are doing tho. They are calling anyone who shows up sick an AIDS patient. Then they count them. Policy is being set according to incorrect numbers.

The push should be prevention. You don't have to treat someone who never gets the disease. That's where money would save the most lives, but that requires people over there having to change. Just passing out rubbers and suggesting they wear them isn't doing the trick.
