You can call Buckinghamshire, or Milton Keynes a province of England if you wish, but I don't really think you can call England a province; where a province is part of a country. England itself is a country, as is Scotland, Wales and Northern Ireland. The United Kingdom is not.
As for me, I'm from Essex; which is in the South East of England.
