After a brief adjustment period (6 months to a year) any business that is caught hiring people who are in the country illegally so they don't have to pay the minimum wage should be closed down.
I think most of the problem is because of businesses that want to cut corners. Some corporations actually send people into Mexico to entice people to come here illegally with the promise of a job. In addition to making the border more secure, something has to be done about the businesses who give people an incentive to come here illegally. It's not very smart to try to deal with the problem after people are here, by denying them access to services. The emphasis should be on keeping them out unless they come here legally.

BTW I believe Microsoft is one of the largest importers of skilled labor. They certify that they have more jobs than they can fill with legal residents and they are allowed to sponsor temporary workers to come here to work for them for up to six years. Once they are here they can apply to become permanent residents if they wish.
