discretion differs from culture to culture. It won't bother me seeing a womans breast in public as long as she's not trying to breastfeed me without my permission.
It's not even illegal to show your breasts is public in Germany. "topfree equality"
Just actively showing off primary sexual organs is somehow restricted but not much.

actually protesters are often nude to get more attention, or you get something free in department stores on special occasions (a new line of cloths is sold for example)
