What makes you say that? Almost all societies use some form of intoxication, whether it's alcohol , marijuana ,tobacco or others.
It's mostly up to the individual , if a person is well balanced then doing some drugs will not result in any problem. If the person has some issues then drugs might intensify it.
It's the same with religion . Religion can help people lead a better life. But some people are so f**ked-up that they end up using religion as pretext for violence and insanity.
Freedom is dangerous , information can be dangerous (and drugs are some type of information) . You can play it safe like China, take away the responsibility from the people and decide the rules of the games for them. Or you can experience with freedom, let people discover for themselves.

Misspelled in the first forum I joined (Fedora forum I think) and kept it that way ever since. I can read Kanji but not Hiragana so I never know how to write the pronunciation in latin alphabet.
