No it wouldn't.
In fact, it'd give the US's economy a kick in the pants in the tech sector as demand for IT people and programmers would go through the roof as companies scrambled to make their windows-only apps cross-platform and old Microsoft shops make the switch on their next upgrade cycle for the next 5 years or so.
