Granted, Chavez is entrusted to act in the best interests of Venezuela. Whether he is doing so is debatable, but "acting against the interests of the United States" is likely not in the best interests of Venezuela, and may be a valid cause of action for the US. Not necessarily a dumb thing at all, if you pay attention.
