I believe this has been done before and made into PHP CMSs.
Besides, making a completely Flash-based website is a bad idea. First, there are people with older computers, and they don't run Flash very nicely. Second, some people don't have Flash (though this is becoming less true every month). Third, search engines are going to love all the no-text pages you set up.
If you still want the graphics of Flash, I recommend looking into the new Silverlight, or the competitor whose name I cannot remember.
And don't even get me started on using tables for layout.
